0123WH – Vietnam’s push for sustainable energy: Draft Renewable Energy Law, DPPA gains momentum

Deputy Prime Minister Tran Hong Ha has announced that the Ministry of Industry and Trade (MOIT) has been assigned with the urgent task of completing the draft Renewable Energy Law and finalizing the pilot direct power purchase agreement (DPPA) mechanism in Vietnam, as part of the government’s efforts to implement the national energy development strategy until 2030 and beyond to 2045. This announcement, documented in Notice 83/TB-VPCP, was made during a meeting on March 16, 2023, attended by representatives from various ministries and agencies.

In line with regulations on legal document promulgation, the MOIT is required to submit the completed draft Renewable Energy Law to the Prime Minister by August 2023. Additionally, the MOIT is urged to conduct a comprehensive study of international and regional experiences related to the DPPA mechanism and convene a workshop in early April 2023 to consult with relevant stakeholders to finalize the pilot mechanism for DPPA.

To further support the development of renewable energy, the MOIT has also been assigned to handle issues concerning transitional wind and solar power projects, including expediting negotiations and agreements on electricity prices between parties, and considering temporary mobilization of power generation during the negotiation process.
