1. Updates on national power development plan VIII (PDP8)
Hanoi, 11 August 2022, at the national teleconference with enterprises, Prime Minister Pham Minh Chinh and Deputy Prime Minister Le Van Thanh insisted that the followings must be addressed so that the proposed PDP8 can be passed:
- Price mechanism for renewable energy power projects: price for electricity coming from renewable energy sources i.e., wind and solar cannot be 2 times more than other sources of electricity. The Prime Minister emphasized the importance of maintaining a competitive price mechanism so that the citizens and enterprises in Vietnam can enjoy the benefits from such competition.
- Planning for development of solar power projects: the proposal of adding 2,428MW of solar power must be clarified and reported to the Government for examination. In any case, the plan for solar energy development should not jeopardise other sources of electricity e.g., hydropower, coal power etc.,
- Power development plans for different regions in Vietnam: PDP8 must ensure the balance of power development amongst the regions in Vietnam for system adequacy and minimizing losses.

2. Quang Tri Province proposes to add Con Co offshore wind power project to the national power development plan 8 (PDP8)
People’s Committee of Quang Tri Province has recently submitted an official letter to propose the inclusion of Con Co offshore wind power project to the PDP8. Con Co offshore wind project (“Con Co Project”) is proposed by Xuan Cau Limited Liability Company. Capacity of the project is 1,000MW located offshore of Con Co islands, Gio Linh, Quang Tri Province.
The People’s Committee of Quang Tri Province opines Con Co Project has good wind potential and its proposed location does not place negate impacts on national security.
Previously, at the end of last July 2022, People’s Committee of Quang Tri Province also issued a written proposal to supplement Cam Lo Wind Power Plant Project with a capacity of 1,000MW and Gio Linh Power Plant Project with a capacity of 500MW to the PDP8.
Statistically, Quang Tri Province has had so far 19 wind power projects accounting for a planned capacity of 723,2 MW in which 671,1MW have been completed and brought into operation. Besides, there are 12 projects which were granted with the In-principle Approval in which 03 projects are preparing investment plans and 09 projects are under implementation.
Amongst the 09 projects under implementation, Huong Linh 3 Wind Power Plant, Huong Linh 4 Power Plant and Huong Hiep 1 Power Plant have been basically completed; Tan Hop Power Plant has finished 100% the site clearance and is awaiting the equipment; the other 05 projects are preparing land lease documents, environment impact assessment reports and conducting land clearance procedure v.v.
According to Mr. Le Tien Dung, Director of Department of Industry and Trade of Quang Tri Province, a certain number of wind projects are being implemented behind their schedules due to slow disbursement of funds from banking institutions resulting in shortage of capital for timely land clearing completion. The Department of Industry and Trade of Quang Province has been following up closely with the investors to note down and tackle their concerns.
